With the Smarter Solutions for Students Act (H.R. 1911), which passed the House of Representatives with bipartisan support last month, we upheld that promise. By simply moving federal student loans to a market-based interest rate, this responsible legislation builds upon a proposal put forth by President Obama earlier this year to prevent Stafford loan interest rates from doubling on July 1st.
