Lebanese troops shelled militant positions in the mountains around the town of Arsal on the Syrian border on Monday, as fierce fighting raged there for a third day.An AFP correspondent on the outskirts of the town said soldiers were firing mortar shells into the mountains and the sound of heavy machine gun fire could also be heard in the area.Thick smoke rose from Arsal, reportedly after a petrol station in the town was set ablaze.In the early hours of Monday morning, several hundred people fled the town during a lull in the fighting.They packed into pick-up trucks and cars to drive out of the region, where militants began fighting the Lebanese army on Saturday afternoon.The clashes began after the arrest of a Syrian man accused of belonging to Al-Qaeda's Syrian branch Al-Nusra Front.Following his arrest, gunmen surrounded army posts before opening fire, sparking clashes that have killed at least 10 soldiers.Another 13 soldiers are missing, along with an unspecified number of policeman, with Lebanon's army chief General Jean Kahwaji saying Sunday that the troops might have been taken hostage.Three civilians have also been killed, according to security sources, two of them during the storming of a police post by the gunmen on Saturday and a third killed by sniper fire on Sunday in Arsal.The violence is the worst in the area since the outbreak of the Syrian conflict in 2011.Arsal is majority Sunni Muslim and broadly sympathetic to the Sunni-dominated uprising next door against Syria's Bashar al-Assad.The town is hosting tens of thousands of refugees, and Kahwaji said Sunday that some of the gunmen had emerged from the informal refugee camps in the area.More than one million Syrian refugees have fled to Lebanon, creating strains on local resources and tensions with the Lebanese population in some areas.bur-sah/anw

Russia's defense ministry has said that the country is performing military exercises that involve bombers and fighter jets near its border with Ukraine.

Police will interview key members of Opposition Leader Daniel Andrews' staff as early as this week as part of the investigation into a reporter's stolen dictaphone, less than four months from the November election.

ALP Victorian assistant secretary Kosmos Samaras has admitted to listening to the tape, after it was handed in at the conference.

He has maintained that he is satisfied with his own inquiries despite being unable to find out how the audio was emailed to Liberal members.
The Liberal Party is conducting an internal investigation into how the audio was emailed to its members, a spokesman said the party would co-operate with any police investigation.

The first week, Kendall Hunter tore the ACL ligament in his knee. Add to that leg injuries to wide receivers Brandon Lloyd and Michael Crabtree that should keep them out for a week or two and you wonder if this is the year injuries jeopardize the 49ers effort to return to a fourth straight NFC title game.
In the Harbaugh era, injuries have been remarkably minimal, particularly on defense. But already the season-threatening injuries to Dorsey and Hunter will challenge the team s highly-touted depth. Defensive coordinator Vic Fangio sounded less than optimistic about the possible return of nose tackle Ian Williams, who has already endured multiple surgeries in the last 10 months to his shattered lower leg.
It could leave the 49ers with the under-sized Tony Jarod-Eddie <a href=http://www.buycelinebags.com/celine-luggage-43>Celine Luggage</a> and the beastly but inexperienced Quinton Dial as the crucial men in the center of the 49ers defense. The team is also unsure when they will get defensive end Justin Smith back. He has been activated, but only fully participates in the team s morning walk-through practice.

At running back, general manager Trent Baalke has favored a two- or even-three-running-back attack. But that plan might be again on hold with the injury to Hunter, LaMichael James dislocated elbow and the slow rehabilitation of Marcus Lattimore.
The team could very well start the season with Frank Gore as the starter and practice squad player Jewel Hampton and rookie Carlos Hyde as backups. That means the 49ers might be reduced to a

No team has played more games the last three seasons than the 49ers. And, coach Jim Harbaugh is known for running one of the more arduous training camps in the league. You wonder if it all might be catching up to this team.

Without prodding, without the slightest hesitation, Joe Philbin rattles off the dates as if he will never forget them.
鈥淒ecember 22nd and December 29th have been sticking in my craw for a <a href=http://www.Saclouisvuittonhomme.com>Sac LOUIS VUITTON</a> long time,鈥?he said.
Those were the dates of the season-ending losses to the Buffalo Bills and New York Jets, two games that changed the complexion of the 2013 season. The Dolphins were 8-6 and had a real shot of making the playoffs. But it all came apart in those two losses. A season of real hope quickly turned to average, an 8-8 record leaving its second-year head coach frustrated, disappointed and searching for answers.
鈥?that happened in those games,鈥?Philbin said. 鈥淚t wasn鈥檛 the way any of us wanted the season to end.鈥?
Joe Philbin sits in his office on this late Sunday afternoon, briefly looking back at what could have been, but far more intent on gazing straight ahead toward his third season leading this franchise. Philbin will tell you that this is the most talent he鈥檚 had on the roster since he arrived, that the upgrade in depth is evident at every practice.
鈥淭hings can change in a hurry in this league, but I feel good about this roster,鈥?he said. 鈥淚 believe in these players. We made some incremental improvements last season. It wasn鈥檛 as much as I wanted or as sudden as I wanted, but I am convinced we are heading in the right direction.鈥?
And Joe Philbin feels he, as the head coach, is heading in the right direction as well. He readily admits that he鈥檚 a better coach today than he was three training camps ago. He understands his players better. He communicates with them better. He has a better feel for the demands and challenges of his job.
鈥淚 loved this job when I took it,鈥?he says, 鈥溾€?
What he doesn鈥檛 love is losing. He doesn鈥檛 love remembering dates on a <a href=http://www.Saclouisvuittonhomme.com>Sac LOUIS VUITTON solders</a> schedule that bring back sour memories. He doesn鈥檛 love a 15-17 record in his two seasons here. That the Dolphins were in position to make the playoffs after 14 games last season showed promise. But those two losses only underlined how much work remained.
鈥淭o get as close as we did shows a lot about our guys,鈥?Philbin said. 鈥淏ut when you look closer you鈥檝e got to ask: Why didn鈥檛 we? What are some of the things we didn鈥檛 do? More than anything else, it showed me we still have a lot of room for development.鈥?
I truly like and respect this man. He is committed to this organization, committed to the people around him who he praises from his top assistants to the guy who cuts the grass on the practice field at night. He is so even keel, so calculating, so unbelievably organized. And, yes, so passionate,
鈥淚t has been a privilege to serve as head coach of the Dolphins,鈥?he tells me.
鈥淚 try to connect with our fans as much as possible. You can feel their passion. I listen when they say to me: 鈥楥oach, we are going to do it this year. Coach, we have a lot of confidence in you. Coach, we鈥檙e going all the way.鈥?
鈥淵ou love to hear people who are as passionate as that. I share their passion and enthusiasm for this season. I want them to rest assured I am as passionate as they are and I鈥檓 going to work tirelessly to help that dream come true.鈥?
The events of last season, both on and off the field, led . He realized he needed to communicate better and to have a more thorough feel of the mindset of his players. So he scheduled one-on-one meetings with most of his players and he listened intently. But that鈥檚 not all: He鈥檚 personally even handling bed check every night in training camp to stay close to his players. Yep, that鈥檚 Coach Philbin making sure the lights are out.
鈥淚 asked the guys a lot of questions,鈥?Philbin said of the one-on-one meetings. 鈥淲hat is your favorite thing about being a Dolphin? What is one thing you would change about the program and it didn鈥檛 matter the cost? It was interesting to get a perspective from the guys. The more information you have the better decisions you can make.鈥?
But communication is one thing; performance is another. just as he expects his players to be better players. He has outlined to them his expectations, his goals.
鈥淵ou always want to improve in your coaching,鈥?he said. 鈥淚 tell my players I want them to be a better football team in November and December than they were in the opening week. As a coach, you want to get better. I feel good about where I鈥檝e come since year one.鈥?
But Philbin will be the first to tell you it鈥檚 all about winning. He knows that鈥檚 how he鈥檒l be judged. He embraces that. He talks of the great Dolphins teams of the 70鈥檚 and how he would love nothing more than to help write a new chapter.
This is an important training camp, an important time. and so many pieces to craft together in forming the fabric of this football team.
Joe Philbin is clearly ready for the challenge.

MOUNT BALDY, Calif. (August 4, 2014) As many as eight homes were badly damaged and likely left uninhabitable in an area where thunderstorms caused mountain mudslides in Southern California, authorities said.
On Monday crews cleared several feet of mud, rocks and debris that blocked San Bernardino County roads, stranding some 2,500 people in the rural communities of Oak Glen and Forest Falls.
A group of campers who spent the night at a community center were headed down from the mountains.
Fire Capt. Jeff Britton says up to 8 homes near Forest Falls are "likely lost" and several others sustained minor damage from mud and water.
Coroner's officials say a 48-year-old El Segundo man died in a car that was swept into a rain-swollen creek near Mount Baldy.

Over 300 varieties of produce, much of it part of experiments on disease, pests and growing techniques. Every row here is something different, the Franklin County farmer said. There s Fava beans, Chinese cabbage, early green cabbage, green cabbage, red cabbage, savoy cabbage, broccoli, cauliflower, kale, another kind of kale, bok choy, some Napa cabbage, peppers, melons, tomatoes, tomatillos, eggplant. It goes on and on and on. But the crop that Schreiber figures will be more lucrative than any of them was completely unfamiliar to him a foreign world. Until a grower came to him wanting to know how to control mites on marijuana plants. That s when Schreiber realized he d better learn about the cannabis plant.He turned out to have a source of knowledge on his own staff.The 52-year-old Schreiber met 25-year-old Tom Balotte about a year ago and hired him as a mechanic. The ECB is scheduled to meet on Thursday.
Eurozone inflation fell in July to 0.4% year-on-year, the lowest level since October 2009, and is well below the ECB鈥檚 target rate of 2%. ECB officials have suggested in the past that a rate below 1% poses a risk of deflation.
Still, ECB policy-makers are expected to stay on hold as they continue to monitor the impact of monetary accommodation measures announced in June. Back then, the ECB cut interest rates and said it would conduct targeted longer-term refinancing operations aimed at improving bank lending.
鈥淚 am expecting absolutely nothing,鈥?said Christopher Vecchio, currency analyst at DailyFX. 鈥淭his is a weird in-between meeting where the ECB is still conducting it stress tests (on banks) and collecting data from those results. There has simply not been enough time passed since the June measures to say whether or not the accelerated pace of easing has had the wanted <a href=http://www.saclouisvuittonhomme.com/bagages-louis-vuitton-48>Bagages Louis Vuitton</a> or desired effects.鈥?

He sees potential downside for the euro if Draghi should suggest there are still more downside risks to inflation. 鈥淚 think they鈥檒l remain pretty assertive about their accommodative stance,鈥?McCormick said. This could provide some headwinds for the euro, especially with the Federal Reserve continuing to taper its bond-buying program known as <a href=http://www.saclouisvuittonhomme.com/portefeuille-louis-vuitton-50>Portefeuille Louis Vuitton</a> quantitative easing, McCormick added.
Vecchio and analysts at Barclays also look for Draghi to continue sounding a dovish tone.

鈥淚t鈥檚 a pretty significant amount of money, but every study the Humane Society has done or that we have done says we really need twice this,鈥?Stem said.
Mayor Malcolm Duncan Jr. said the shelter has had great success since the city took over management of the facility a little more than a year and a half ago from the Humane Society of Central Texas, which now runs the adoption service.
County Judge Scott Felton said after the meeting that it was clear the shelter was in need of funding help and that this was the first time it has come before commissioners.
But there are limitations to the shelter, including the 50- to 60-year-old kennel. Duncan said the city is seeking funding through partnerships and community donations.
There are 15 cities in McLennan County that have contracts with the shelter, Stem said.
Duncan said now is the right time for a campaign because support for the shelter since the city took control has reached an all-time high. He also stressed that the issue of stray animals is countywide.
鈥淚t鈥檚 not just a Waco problem,鈥?he said.
The city already has committed to contributing $500,000 toward the shelter renovation.
A new clinic would include the new adoption center and a pet play area with a covered pavilion. It also would have a veterinary clinic for spay and neuter surgeries and microchipping, a remodeled cat room, a dedicated puppy house, improved parking and a redesigned animal intake area with drive-thru capabilities.
The city has a link on its website for residents to donate to the new shelter fund.
Also at the meeting, the two entities discussed the idea of increasing the amount of shared services.
Clint Peters, the city of Waco鈥檚 director of planning, said the city will work to put together a task force of people from the county, city and Waco Independent School District to see if there are possibilities for shared space.
Peters said they are looking into hiring a professional architect to look at the structures belonging to the three entities to see if there鈥檚 any room for consolidation or the ability to sell unneeded property to get it back on the tax rolls.
鈥淚 think this is a neat opportunity for us to do something different,鈥?Peters said.
Rural transportation
Felton at the meeting again reiterated that he thinks there is a need for a rural transportation district.
Duncan said he has heard that increased transportation availability in the county would help give people access to needed educational resources.
Felton said the cost to deliver those services through the Heart of Texas Council of Governments, which is responsible for rural on-demand transit, has been fairly expensive.
The proposed countywide district would redirect state money from the HOTCOG to an interlocal agreement with the Waco Transit System, which operates urban routes.
鈥淚 felt like it was my duty to look at the interest of McLennan County first, and the Heart of Texas Council of Governments after that,鈥?Felton said.
Felton said at Tuesday鈥檚 commissioners court meeting, the court will discuss, and possibly vote on, the declaration of intent to create a district. If approved, a committee will be formed of the mayors of the county鈥檚 incorporated cities to discuss a plan.
Waco Transit General Manager John Hendrickson said the interlocal agreement would provide economic stimulus, as it would give residents a way to access jobs, education and medical facilities, and employers would have access to a larger pool of employees.

Chaka Fattah Jr., son of United States Congressman Chaka Fattah and stepson of prominent NBC10 anchor Renee Chenault-Fattah, turned himself in to federal authorities on Tuesday morning. He has been charged with, in part, making false statements to banks to obtain loans, filing false income tax returns, failing to pay federal taxes, and stealing from the Philadelphia School District, according to an unsealed indictment in the case.
Here s what the U.S. Attorney alleges in its indictment:

鈥?Fattah Jr. falsely <a href=http://www.louisvuitton-pascher.com>Louis Vuitton Tivoli</a> obtained business lines of credit from banks and used that money to pay gambling debts, buy jewelry, make car payments, and pay for utilities, clothing, and electronics, among other things. One loan in particular 鈥斅燼 $50,000 loan from United Bank 鈥斅爓as allegedly used to pay more than $33,000 in gambling debts at casinos. The indictment also claims that Fattah wrote a $17,500 check from a business account to cover gambling debts at Sugarhouse.
鈥?He tried to settle debts with banks for less than what was owed, claiming that his company in question, 259 Strategies, was out of business, when in fact he was earning between $6,250 and $37,500 per month through that company, according to the government.
鈥?He stole funds provided by the federal government to the School District of Philadelphia and then concealed that theft.
鈥?He filed false income tax returns for 2005, <a href=http://www.louisvuitton-pascher.com>Louis Vuitton Totally</a> 2006, 2008 and 2009.
Fattah Jr. had been under investigation for more than two years.
In February 2012, the FBI removed subpoenaed documents from his home at the Ritz-Carlton on Broad Street. Their investigation reportedly involved whether Fattah Jr. landed big-ticket contracts thanks to his father's position. The feds have been taking a close look at the younger Fattah's finances.
Back in July 2013, a source close to the investigation told Philadelphia magazine that . One year later, it looks like his time is up.
On Tuesday morning in front of the Federal Courthouse, Fattah Jr. told that he has <a href=http://www.louisvuitton-pascher.com>Louis Vuitton W</a> done nothing wrong. In March, Fattah Jr. filed a claiming that the agency has ruined his ability to make a living in Philadelphia.
