The mayor maybe has a misunderstanding on the last part: The argument isn't that "black guys should be allowed to smoke as much dope as they want." It's that "white men and black men smoke dope roughly at the same levels 鈥?." That's a very, very different argument.

And it's easier to get a job if you don't have a drug conviction on  trying to  鈥?probably understands that as well as anybody.
