WASHINGTON 鈥?U.S. government programs to help local police agencies obtain military-grade equipment evolved in the wake of the 9/11 terrorist attacks, but more than a decade later lawmakers are questioning why smalltown police departments need armored vehicles, automatic weapons and camouflage uniforms.

She told deputies that Rader had been drinking heavily and slammed her head on the kitchen counter, knocking her to the floor. He then poured lighter fluid on her legs and tossed a match on them, according to court papers. The incident took place in front of her 11-year-old daughter.
