Efforts by city leaders in the St. Louis suburb where an unarmed black 18-year-old was fatally shot by a white police officer to repair the local government's fractured relationship with its residents got off to a rocky start Tuesday at the first public meeting of elected officials since Michael Brown's death.The shooting last month exposed an undercurrent of racial unrest in Ferguson and other nearby suburbs in mostly black communities of north St. Louis County and prompted days of sometimes violent protests.The Ferguson City Council announced a set of proposals this week that include reducing the revenue from court fines used for general city operations and reforming court procedures. The bottom line is that people who don't fit in one seat should be required to buy two, but I understand the uncomfortable logistics when the problem isn't discovered until the loading process. I'd love to hear from some actual airline personnel about the challenges they face.One woman and her husband even had paid an extra $100 each to be in the economy-plus section, where they'd have more leg room for their long flight to London. But just before takeoff, the flight attendant moved a 300-plus-pound man forward from the economy section and seated him next to this woman, presumably because there wasn't enough room for him in economy. The woman ended up with this guy pinned against her for several hours.Since I spent a lot of space last year on people's complaints about and defenses of seat recliners, I won't rehash those issues except to note I've been bombarded with links to news stories about  between passengers, including <a href=http://www.alportico.net/page.php?sale=Gucci-Beanie>Gucci Beanie</a>  a man who used a gadget called the to prevent the woman in front of him from reclining her seat.The man refused to remove the device, so the woman threw her drink at him. The plane ended up being diverted to a closer airport, the combatants were removed no charges were filed and the plane continued to its destination.As for the problem of wide-load passengers, I just got a letter about a miserable flight back in 2008, including the airline's interesting response. It illuminates the problems of both passengers and airlines.An unhappy female customer wrote: After we were seated, the seat next to me was taken by a gentleman who I estimate weighed in excess of 400 pounds. No other seats were available that I could move to. In fact, the last passenger to board the plane did not have a seat until a Southwest pilot in the cabin moved to the cockpit. The overweight customer had his legs spread at a more than 60-degree angle, his right leg against me for the entire trip, despite my moving to my right into my husband's space. I felt that this passenger and I were joined from hip to knee, NOT a good feeling. The ultimate disgust was when I could feel his sweat when we were 'leg to leg.' I was repeatedly poked in the ribs when this man turned the pages of his magazine. Why wasn't this man required to <a href=http://www.alportico.net/page.php?sale=Gucci-Prices>Gucci Prices</a>  purchase two seats? He ultimately used at least one and one half seats. My contract with Southwest called for a full seat, not a fractional seat. You cannot possibly fathom how repulsive this experience was for me. The reply from Southwest apologized for the encroachment and acknowledged how uncomfortable that can be. The customer relations specialist said the airline's policy requires customers to purchase the space that is needed to accommodate them onboard, preferably arranged in advance. Once onboard the plane, the situation becomes very difficult to address, she wrote, as it is never our intention to embarrass or single out a customer of size. With that thought in mind, we have instructed our employees not to force the purchase of an additional seat if we failed to address this prior to boarding. However, she added, they are encouraged to resolve the situation by moving passengers around, if possible, or compensating a volunteer to clear space by taking a later flight.She wrote about the sensitivity of sizing passengers up in the gate area and addressing them about their girth. She not only compensated the woman with a free ticket, but shared their letters with Southwest's leaders so they <a href=http://www.radiorcs.com/page.php?sale=Jimmy-Choo-Sandles>Jimmy Choo Sandles</a>  can look into the oversight in boarding this flight.
