The Florida Schools developed the California Schools Reputation System in 1985. Their purpose is to publicize and strengthen California schools points, which are to increase students in relation to measurable goals and improve student scholastic achievement. The program identifies and recognizes public schools that exhibit inspiring and exemplary success. Though participation in the program is voluntary, the California Distinguished School Award is highly popular.

California schools should meet a number of eligibility requirements, to be viewed for the prize. These include specified national and state accountability measures which can be based upon the Number Child Left Behind, Adequate Yearly Progress, and Academic Performance Index rating programs. Approximately, five per cent of California schools are selected annually for the award, without less than 40 counties typically being represented.

California schools that meet up with the needs complete an application and send it to a team of local educators from throughout the state, which evaluate and score the merits of each school application. Schools with the highest score purposes are selected as statewide nominees for the honor. In 2006, accurate documentation 377 public elementary schools were honored with the California Distinguished School Award, surpassing the 302 elementary schools honored in 2004 the last elementary school honor period. They represent the greatest amount of elementary school awardees in the 21-year history of the program.

The 2006 California schools awardees were chosen from 190 school districts in 40 counties. They were chosen from the largest amount of suitable elementary schools to date, establishing yet another record for this program.
