She was born in Prescott, Arizona, on Oct. 10, 1975, to Robert Dean Olmstead and Mary Elizabeth Motsinger Olmstead. Jessica always put the needs of others above herself and loved so much about life. The intensity of her friendship with everyone who was lucky enough to be a friend of hers was without doubt extreme.Jessica ('Shorts' - her nickname to us) is survived in life here on earth by her mother Mary Elizabeth Motsinger Olmstead; her father Robert Dean Olmstead; her brother Jarod Robert (Erikah) Olmstead; and their children together Sarah and Sage, as well as Hannah and Hayden Steinbrink. So many aunts, uncles and cousins that she grew up with and each had a special place in her heart, Aunt Maryn Boess, Aunt Joanna (Joey) Gregory, Aunt Suzanne Motsinger, Uncle Thomas Motsinger, Aunt Betsy Chance, Aunt Nanette Acosta, Aunt Karen Miller and Uncle Rodney Olmstead. Her cousin Emily Boess, by far, had a most special place in her heart as the two of them "got each other." And Emily's son, Noah was "mostest special" to Jessica, as well. All of her many nieces and nephews are going to miss their Aunt Jess, as she showed them so much love and fun whenever they were together.Her compassion for all animals flowed to her lucky pet family, both past and present. German Shepherds, particularly, held a special spot in her heart as she had two of them along with her kitties.Jessica was raised in Prescott, Arizona, attending grade school and high school there. She excelled on the high school volleyball team and played violin from grade school on to playing in the high school orchestra. Later, after attending and playing volleyball for Eastern Arizona College, she went on to attend Embry-Riddle Aeronautical University in Prescott where she obtained her degree in Science and Technology of Globalization with an emphasis on Environmental Issues. She then used her dedication, knowledge and skills to help our earthly environment with her work at ADEQ and most recently with ITCA and their environmental compliance and education needs. She was always one to look out for the welfare of others.Jessica loved and sought out all things outdoors and music. That's how she was raised - exploring the backcountry, hiking, running, backpacking, canoeing and kayaking with her family on the Verde. And always music, music, music. There is strong betting both ways.Average retail gasoline prices across Arkansas fell 7.9 cents per gallon during the week of Jan. 12, according to GasBuddy.com, an online tracking and analytical website. The site notes the average per gallon cost for gas in Arkansas at the beginning of the week was $1.98, based upon a survey of 1,826 gas outlets statewide. All in all, it wasn't a bad week for motorists filling their tanks, Patrick DeHaan, senior petroleum analyst for the website notes. Since last week, some 12,000 stations dropped their price under $2 per gallon, with 45.1 percent of all gas stations now selling under the $2 per gallon mark. That hasn't been the case since May, 2009. This time around, the drop in gasoline is far more joyous and isn't overshadowed by a polar plunge in the economy, DeHaan noted.GasBuddy projects an ultimate national average gasoline price per gallon of $2.36 by the end of January; and, is not betting on the average dropping below $2 for the remainder of 2015. That is, in part, based upon a likely spike back to $3 per gallon by May; but, DeHaan said that keeping prices below $3 per gallon on average for the year will be remarkable. As much as we were thrilled by $2.99 gas at Thanksgiving time, we now enjoy $1.99 gas in many places, he said. I fully expect we'll soon become complacent with those $2.99 prices once these sub-$2 prices stick around a bit longer. Southwest ArkansasAcross nine major outlets in Hope, the low price per gallon for the week was $1.89 at Super 1 Foods. The median price of $1.95 per gallon was at Madlock's Shell, and the high at $2.19 per gallon was charged at Tabs. That puts the range average in Hope at $2.01 for the week.Page 2 of 4 - In Nevada County, Prescott gas prices ranged from a low of $1.89 per gallon to a median of $1.95 per gallon and a high of $1.99 per gallon, putting prices there at a range average of $1.94 per gallon, a full seven cents per gallon lower than Hope.Prices per gallon in Ashdown ranged from a low of $1.91 to a median of $1.93 and a high of $1.99, according to GasBuddy.com; while, prices ranged a bit higher closer to Texarkana. In Nashville, GasBuddy.com reported prices ranging from a low of $1.93 per gallon to a median of $1.95 and a high of $1.99 per gallon.In greater Texarkana, the website showed the greatest disparity across the region. The low price per gallon in Texarkana was $1.79 per gallon, with a median price at $1.99 per gallon and a high of $2.42 per gallon.Local impactsWhile fuel costs for local county, city and school operations contain both gasoline and diesel usage, the consensus among local officials is that the gas price decline alone will eventually help public budgets if it holds. We're not seeing that, just yet, because we're in a new budget year; but, as we go on, if it continues, that will be helpful in a tight budget, City of Hope Finance Director Debbie Hall explained.Budgeted fuel costs for the city are up about $14,000 for 2015 over last year, with most departmental budgets that have fuel costs simply holding at 2014 levels, reflecting Hall's point. The sanitation department is pretty steady; but, the street department varies because they have to do mowing and that sort of thing, she said.Those two departments reflect the largest fuel costs, generally, with sanitation department costs budgeted $7,000 higher for 2015, while street department fuel costs are budget at $55,000 as they were in 2014.Overall, city fuel costs in 2014 were budgeted at about $320,000, while 2015 budgeted costs are about $334,000. The city buys its fuel on a cents per gallon over wholesale price basis, Hall said.By comparison, Hempstead County fuel costs run at least $100,000 higher than the city. Part of the difference is in the cost of gas for sheriff's department patrol cars and road and bridge repairs for the road department. The county has some 1,200 miles of county roads to maintain and patrol.Page 3 of 4 - Hempstead County budgeted $492,500 for fuel costs in 2014, compared with $517,000 for 2015. We haven't really seen any impact, yet, Hempstead County Judge Haskell Morse said.While there will be some savings in vehicle fuel costs, Morse said precipitous drops in gasoline prices also hurt counties because of the corresponding loss of sales taxes. It works both ways for the county, he said. My hope is that people will spend more on other things since they won't be putting as much into their gas tanks. Given that Arkansas takes 40.2 cents per gallon in taxes, the highest among Arkansas, Oklahoma, Texas and Louisiana, according to the American Petroleum Institute, Morse's concern could hit home. API notes in its report What's Up With Gas Prices? that the average tax on retail gas sales is 49.6 cents per gallon. Of that, 18.4 cents is dedicated federal gasoline taxes, according to API. The amount of gasoline taxes collected by states can vary widely, from just 30.8 cents per gallon in Alaska, to as much as 68.87 cents per gallon in California, the API report states.Morse said county road department should see the greatest savings if prices stay low. Diesel is not moving down now as much as gasoline, he said. And, the paving costs, nobody has seen much there, yet; that market moves much slower. The Hope Public School District predominantly uses diesel in its school buses, the largest single fuel cost for the district, according to HPSD Assistant Superintendent/Transportation Director Steve Bradshaw. It's going to help the budget and hopefully we have some money left for other things; but, diesel hasn't fallen as much as gas, Bradshaw said.Bradshaw bought 7,000 gallons of diesel in September at $2.87 per gallon, but in December, he bought 7,000 gallons at $1.98 per gallon. Still, with a 2015 fuel budget of $150,000, the HPSD has already spent some $71,000 with five months left in the fiscal year, he said.Page 4 of 4 - That includes regular transportation and athletics transportation, he said. S. Energy Information Agency projects that prices for the two most popular crude types, West Texas Intermediate and Brent Crude, will remain substantially below 2014 levels. EIA projects a 2015 average for WTI at $77.75 per barrel, down from $95 in 2014, while Brent is forecast to average $83.42 per barrel this year, compared with $101.64 per barrel last year.Consequently EIA estimates average gasoline prices for 2015 of $2.94 per gallon compared to $3.39 per gallon in 2014.And, while 64 percent of every dollar spent at the gas pump is crude oil costs, there is a movement among the major players in the Organization of Petroleum Exporting Countries to keep oil prices lower than usual in response to the American shale oil boom.Saudi Arabia, in particular, is willing to ride out the dramatic shift in oil prices which shale oil sand exploration in the U. S. has fostered, according to GasBuddy.The website quotes Ali al-Naimi, Saudi oil minister, in an interview with the Middle East Economic Survey.
